The report was informed by a diverse Working Group on Women's Public Vision. Congresswoman Rosa DeLauro, a member of the project's Working Group said: "Just as Rev. Martin Luther King, Jr., Rosa Parks, Rev. William Sloane Coffin and Rabbi A. J. Heschel provided moral leadership for progressives forty years ago, it makes sense for today's progressive movement leaders and politicians who want to change society to call upon the strength and inspiration that people derive from their values. Political leaders hoping to understand what inspires women to vote and take action, in particular, will need to pay attention to the language and approach of progressive women activists. These women are transforming their communities and, as the report title suggests, reframing our democracy." Based on over 120 in-depth interviews with women from diverse backgrounds, the report provides a portrait of a hope-filled, faith-based political vision that is inclusive and inspiring. It finds that even in the midst of their significant differences, progressive women activists often articulate a core cluster of values that are integral to their motivation for engaging in social action. These seven values providethe basis foran innovative and transformative approach to politics and public life, according to the report. The values outlined in the report challenge current debates about "moral values" by providing a different vision for American democracy, one that is enhanced by the experiences of progressive women activists who feel called to serve their communities but whose voices and priorities often go unheard and unaddressed in public life. The seven values highlighted in the report are: Community, Family, Equality, Power, Compassion, Balance and Practice. The report describes these values as "Community, where people from all walks of life gather to define and pursue the common good; Family, which offers life-giving relationships and shared care-giving; Equality, which gives us all the opportunity to pursue our own chosen goals and paths; Power, which ensures that public life includes and responds to diverse voices; Compassion, which is a sensitivity to the emotions and experiences of others that requires us to eliminate injustice and respect the complexity of others' life choices; Balance, which allows us to negotiate the multifaceted nature of our lives without sacrificing our most cherished goals and ideals; Practice, which enables us to bring our values to life through action." "This report is timely given the deep insecurity about the future of our economy. We see now a great need for rethinking the path of our nation, and the values lived out by the women we interviewed such as community, equality, and compassion provide us with the frame for a new set of priorities," remarked Dr. Barbara Gault, acting president of IWPR. "They provide us both a means to and a vision for a better America." The Challenge to Act lays out specific examples of how these values could reshape progressive politics and organizing at the national and local levels. As an example, the report considers how popular conceptions of policies supporting mixed-income, mixed-use housing are challenged when viewed through the lens of the value of community.This value makes it clear that these policies are not simply targeted welfare policies but rather policies that encourage interconnectedness and community building and that engender a sense of trust and solidarity across difference, all of which strengthen our democracy. The report also gives the example of poverty among single mothers, a lightning rod issue that has received a great deal of focus in the "moral values" debate. The authors argue that approaching the issue of support for poor single mothers through the framework of compassion, or sensitivity to the experiences of others, calls on us to recognize that we all come up against hardship and that adversity and circumstance often present us with less-than-ideal choices. It also calls on us to consider policy responses that fill the resource needs of poor single mothers rather than one-size-fits-all prescriptions like marriage promotion that make assumptions about the choices women have made. The report, <http://www.migrationpolicy.org/pubs/BrainWasteOct08.pdf> Uneven Progress: The Employment Pathways of Skilled Immigrants in the United States¸ for the first time quantifies the scope of the brain waste problem that affects 22 percent of the 6.1 million immigrants with a bachelors degree or higher who are in the U.S. labor market. The report analyzes and offers possible solutions for the credentialing and language-barrier hurdles that deprive the U.S. economy of a rich source of human capital at a time of increasing competition globally for skilled talent. While policymakers in Europe, Canada and elsewhere are focusing intently on attracting highly skilled immigrants, it is all the more necessary for the United States to fully leverage the talents of college-educated immigrants already living here more than half of whom came with academic degrees earned abroad, said Michael Fix, MPIs senior vice president and co-author of the report. Its vital for the U.S. economy and its productivity in an ever-more globalized world, as well as for the immigrants themselves. Said report co-author Jeanne Batalova, an MPI policy analyst: During a period of rising unemployment and economic difficulties, its important to think ahead and make clear that allowing college-educated immigrants already in the United States to achieve greater career potential can increase U.S. productivity and competitiveness. Numerous studies have shown that highly skilled immigrants contribute to the economy through innovation and entrepreneurship, and pay more in taxes than they take out in services. Maximizing the use of their human capital can be an engine for job creation. Among the reports findings: * Many highly skilled immigrants experience a sharp drop in occupational status upon first coming to the United States. How quickly they recover their status depends on a number of factors, including English skills, region of origin, place of education and length of time in this country. * Overall, college-educated immigrants from Africa and Latin America have less success in finding skilled jobs in the United States than do immigrants from Asia and Europe. * Highly skilled immigrants with U.S. college degrees or U.S. work experience prior to permanent settlement fared far better than their peers with foreign-obtained degrees or no U.S. work experience. * English language proficiency is critical to obtaining jobs commensurate with immigrants competencies. The report offers a number of policy suggestions to improve the professional outcomes for the highly skilled, including integrated language and workforce training; and the creation of a standing commission on labor markets that would recommend adjustments in visa levels and put the immigration system in sync with the economy. In addition to offering a national snapshot, the reports authors examined skill underutilization on the state level by analyzing U.S. Census data for California, Illinois, Maryland and New York. WORKPLACE INJURIES AND ILLNESSES IN 2007 [23 October 2008] http://www.bls.gov/news.release/osh.nr0.htm or http://www.bls.gov/news.release/pdf/osh.pdf [full-text, 24 pages] Nonfatal workplace injuries and illnesses among private industry employers in 2007 occurred at a rate of 4.2 cases per 100 equivalent full-time workersa decline from 4.4 cases in 2006. Similarly, the number of nonfatal occupational injuries and illnesses reported in 2007 declined to 4 million cases, compared to 4.1 million cases in 2006. The total recordable case injury and illness incidence rate among private industry employers has declined significantly by 0.2 cases per 100 workerseach year since 2003, when estimates from the Survey of Occupational Injuries and Illnesses (SOII) were first published using the 2002 North American Industry Classification System (NAICS). Key findings of the 2007 Survey of Occupational Injuries and Illnesses * The total recordable case injury and illness incidence rate in 2007 (4.2 cases per 100 workers) was the lowest among private industry employers since 2002, when recordkeeping requirements were revised. The decline is similar to that seen from 1972 to 2001, prior to the recordkeeping revisions. * Incidence rates and numbers of cases for injuries and illnesses combined declined significantly in 2007 for several case types: total recordable cases; cases with days away from work, job transfer or restriction; cases with days away from work; and cases with job transfer or restriction. The incidence rate and number of cases for other recordable cases remained relatively unchanged. (See chart 1.) * Both the incidence rate and the number of injuries alone declined significantly in 2007 compared to 20065 percent and 2 percent, respectively. * The incidence rate and the number of illnesses alone each declined significantly in 2007 compared to 2006mainly the result of declines among skin diseases and disorders and all other illness categories, which accounted for 89 percent of the decline in illness cases. * The total recordable case injury and illness incidence rates declined among 5 of the 19 private industry sectorsAgriculture, forestry, fishing & hunting; Mining; Construction; Manufacturing; and Health care and social assistancein 2007 and remained statistically unchanged in the remaining 14 industry sectors. * Manufacturing was the only industry sector over the decade spanning 1998 to 2007 in which the rate of job transfer or restriction cases exceeded the rate of cases with days away from work. * The total recordable case injury and illness incidence rate was highest among mid-size establishments (those employing between 50 and 249 workers) and lowest among small establishments (those employing fewer than 11 workers) compared to establishments of other sizes. (See chart 2.) * Similar to 2006, 14 detailed industries, each reporting at least 100,000 injury and illness cases, combined to account for nearly 1.8 million cases (45 percent) of the 4 million total cases reported nationally in 2007. General medical and surgical hospitals (NAICS 6221) reported more injuries and illnesses than any other industry in 2007more than 253,500 cases. (See chart 3.)
